management(basqm)byn°97-520decreeofoctober17,1997.beninagencyof
standardizationandqualitymanagementincludes/understandsfour(4)departments:-
-thenationalcouncilofstandardizationandmanagementofquality.
-thecommitteeoforientationofstandardization.
theb.a.s.q.mistheexecutivebodyofthecouncil.itisapublicly-ownedestablishment
inmatterproductcertificationsandapprovalintothemakets.
tocarryoutthesemissions,(basqm)haslaidoutforthemomentfour(4)engineering
departmentswithknowing:
-servicestandardization;
-productcertificationandaccreditation;
-serviceformationandassistancethecouncil;
-servicedocumentationandinformation.
withtheheadofwhichareadirector.thebasqmsupportalsoonthesectoraltechnical
committeesofstandardization.thecommitteesaretechnicalstructureswhichintervene
inthedevelopmentofthestandardsandthetechnicalstudyofthefilesofrevisionor
cancellationofthestandardsofproductstobesoldintoourmarkets,theyhaveonlyone
fullyestablishedoffice(headquater)foraneffecientservice.

theaimofbasqm-capistoidentifythosegoodswhichposethehighestrisktoconsumers
inbeninrepublicandensurethattheirclaimsofsafetyareverifiedbeforetheyareexportedtobeninrepublic.thiswillhelpensurethatbeninconsumersareprotectedfromunsafeandsubstandardgoodsaswellasensuringthatbeninmanufacturersarenotsubjectedtounfaircompetitionfromsuchgoods.
from01september2000,thebasqm-capwillbecomemandatoryforproductswithinits
scope.theseproductsaretobeknownasregulatedproductsandfailurebyexporters/
manufacturerstocomplywiththesobcapinrelationtotheseproductsmayresultinthe
rejectionofgoods,additionaltesting,impoundingofthegoodsanddelaysatcotonou
ports.

sobcapcertificate,willbethemeansthroughwhichthebasqm-capwillbeenforced.bothof
theseitemsaremandatoryclearancedocumentsforregulatedproductsinaddition.

(c)toensurereferencestandardsforcalibrationandverificationofmeasuresand

(d)tocompileaninventoryofproductsrequiringstandardisation.
(e)toregisterandregulatestandardmarksandspecifications.
(f)tofosterinterestintherecommendationandmaintenanceofacceptablestandardsby

a.aseriesofsystematicinspectionsoftheproductandfactoryisundertakentodetermine
whethertheproductconformstotherelevantbisspecifications.laboratorytestsarethen
carriedoutontheproductstoverifytheirconformitywiththerelevantbasqmestablished
parameters.oncetheseprocesseshavebeencarriedoutandthequalityoftheproductiscertifiedtohavemettheapprovedstandard,themanufacturerisawardedthemark,whichisputonitsproductfortheyear.
b.moreproceduralinspectionsarecarriedoutonfactoriesandlaboratorytestsconducted
onproductssamplesduringafollow-upaction.themonitoringistoensurethatthe
subsequentqualityoftheproductmanufacturedisinaccordancewiththerelevantapprovedbis
specifications.
c.thougheachbisqualitycertificateawardisonlyfordurationofoneyear,itisrenewable
onyearlybasisaslongastherelevantstandardsparametersaremet.thecertificationcanalso
bewithdrawnifthecompanyisfoundtohavegrosslydefaultedaftertheaward.

thepublicmaywishtonotethatthedisplayofthebisqualitymarkonanyproductisan
indicationthattheproductconformstorelevantspecifiedstandardsparametersestablishedby
basqm.itisthereforeanoffenceforamanufacturertodisplaythebisqualitymarkonhisproductwithoutwinningtheaward.itisalsoanoffenceforimportedproductstocarrythebislogowithoutwinningtheaward.

therearecategoriesofbisqualityawards.theyaregold,silverandordinarycertificates.
ordinaryis(1-4)years,silveris(5-9)years,goldis(10-24)years,anddiamondis25andabove.thecompanies,whichhaveconsistentlywontheawardfortenyearsandabove,arecategorisedunder«goldbiscertificatewinners’’.whilethosethathaveconsistentlywontheawardforperiodsoffivetonineyearsaregiven’’silverbiscertificate”.bothgoldandsilverbiscertificateswinnersarealsogivengoldandsilverplaquesrespectivelywithbismarkandtheyearofawardboldlyinscribedonthemandmadesuitablefordisplay.theplaqueishoweverupdatedeveryyearifthemanufacturer'sproductisrevalidated.thethirdtypeofcertificate,ordinarycertificate,isawardedtothosecompanies,whichhaveconsistentlywontheawardforaperiodofonetofouryears.thereisalsothebronzecategory.
thecertificationexercisehasbeenwitnessingincreasesindemandfortheawardbecause
ofincreasedconsumerawareness.thebisawardmarkthusisbecomingprestigiousinthemanufacturingcircle.

exporterwishingtoobtainaproductcerrificate,then,exportercontractlocalbasqmcountryoffice,then,exporttersendvalidproductlabteatreporttobasqmcountryoffice,then,basqmreviewsthetestreport,isreportok,then,then,ifthecertifiacteisrejected,youshallbedulyinformed,ifaccepted,exportersendtheregistrationfee.certificateisissuedtotheexportviadhlexpressafterreceiptofpayment.
